NEW DELHI: India has put up a massive 20,000 crore on the table to lure global electronics makers to set up shop here. But it is not inviting the big daddy of them all - its neighbour China - to the party.

India's Electronics System Design and Manufacturing initiative aims to slash the country's import bill for electronics goods which, if unchecked, could cross $400 billion by 2020 and even race past the amount spent on importing oil.

As part of its push, India is sending trade delegations to various countries, offering sops like tax breaks, to attract investment in electronics. But no team will be visiting China, where more than half the world's contract manufacturing in electronics takes place.

"The anti-dumping cases on Chinese companies are well known," said Ajay Kumar, a joint secretary at the Ministry of Communications and IT who heads the new electronics manufacturing plan. "China is known to grant high subsidies and loans and quote high incentives to attract investment from the world over."

Instead, India hopes to entice investors from countries like South Korea, Taiwan, Japan, Germany and US with its new plan. In a meeting in late June, attended by major consultants like Frost and Sullivan, AT Kearney and PricewaterhouseCoopers, authorities ruled out approaching China for investments.

"It's true that China is not our focus country, but that should not deter any Chinese company to come and invest in India," said Kumar, adding that India was in some sense "competing with China for this kind of investment".

Currently, India's production constitutes only about 1.3% of the global electronics hardware production of $1.7 trillion.

In contrast, China is home to some of the largest electronics manufacturers such as Foxconn, Huawei and ZTE. Foxconn supplies components to almost all popular electronics brands, including Apple and Nokia. On the other hand, Huawei and ZTE have over the past couple of years become the preferred equipment vendors for telecom operators worldwide, including Indian players like Airtel and Reliance.

A senior PricewaterhouseCoopers consultant on e-governance said even if India tried to invite Chinese companies, it was not likely to succeed. "India remains a high cost country for electronics manufacturing in contrast with China," said the PwC executive who did not wish to be identified. "It's an investment promotion scheme, and would be prudent to invite countries where cost of manufacturing is higher than in India, like Japan."

The Indian Semiconductor Association defended India's decision to bypass China, saying the idea is to create intellectual property.

"Countries like the US and Japan have always been on the forefront of design and intellectual property in the world in semiconductor technologies," said Rajiv Jain, associate director at ISA. "China on the other hand leads electronics manufacturing in the world. So, it may be good for India to focus on countries which drive IP and product creation."

Communications and IT Minister Kapil Sibal is expected to lead a delegation to Germany in September to showcase India's new policy. India will begin accepting applications for the investments from October. Through its recently announced Modified-Special Incentive Package Scheme, or M-SIPS, the Indian government offers up to 20% subsidy on capital expenditure incurred to set up manufacturing plants for electronics. If the plants are not in special economic zones, then the discount will be up to 25%.

This year, thousands of American women will lose their lives to ovarian cancer. ?They are mothers and daughters, sisters and grandmothers, community members and cherished friends -- and the absence they leave in our hearts will be deeply felt forever. ?During National Ovarian Cancer Awareness Month, we honor those we have lost, show our support for women who bravely carry on the fight, and take action to lessen the tragic toll ovarian cancer takes on families across our Nation.

Sadly, women are all too often diagnosed with this disease when it has already reached an advanced stage. ?Because early detection is the best defense against ovarian cancer, it is essential that women know the risk factors associated with the disease. ?Women who are middle-aged or older, who have a family history of ovarian or breast cancer, or who have had certain cancers in the past are at increased risk of developing ovarian cancer. ?Any woman who thinks she is at risk of ovarian cancer ? ?or who experiences symptoms, including abdominal pain, pressure, or swelling -- should talk with her health care provider. ?To learn more, visit www.Cancer.gov.

Ovarian cancer affects the lives of far too many women every year, and the tragedy it leaves in its wake reverberates in communities across our country. ?This month, we stand with all those who have known the pain of ovarian cancer, and we rededicate ourselves to the pursuit of new and better ways to prevent, detect, and treat this devastating disease.

In my shoes: latest scrapbook pages

Do you ever find yourself in an overwhelmed state that walking away from the challenges/issues and doing something else relieves you of your stress?and the feelings of being overwhelmed?

?

Well my "therapy" for these kinds of days lately is to scrapbook. To create for myself. Recently I was able to finish two layouts, both from the holidays but one from 2010 and the other from our trip back to California for Holiday 2011.

Christmas Party

I love this event bec. we had just moved into our new home here in Colorado and Marcus was finishing up his first week in school when the class had their Christmas party. Maddie and I got to attend and I felt to blessed that Marcus' 2nd grade teacher was so welcoming not only to him but to me and Maddie as well. I had the matching die cut shapes from this Christmas collection and I used one of the ornament die cut to add a layered embellishment against all of the flat ornament design on the paper. to make the title stand out against the diagonal striped paper, I used some vellum for my title block.

this page is a small glimpse of what we saw when we visited Huntington Beach pier last December. It's funny how in the 9+ years we've been living in Cali as a family, we've never taken the kids here. We felt like tourists roaming around the area and to think we were Cali residents just a year before that! I added some travel themed stamping on my page to denote the theme. I initially wanted the stamp to be white but it wasn't showing very well against the brown cardstock so I restamped it with black and I like the "shadow" effect the white and black combo created.

I hope that if you are feeling stressed today, that you can find a time during your day to unwind. Wether it's through some kind of creative endeavor or other means, step away and take a breather. We all need that once in a while. :)

(AP) ? The U.N. nuclear agency has created a special Iran Task Force of nuclear weapons experts, intelligence analysts and other specialists focused on probing allegations that Tehran has been ? or is ? secretly working on developing atomic arms, according to an internal document shared with The Associated Press.

The announcement from the International Atomic Energy Agency says the elite squad started work Aug. 10. Dated Wednesday, the International Atomic Energy Agency statement says the unit will concentrate on implementing IAEA agreements with Iran, allowing it to monitor its nuclear activities as mandated by the Nuclear Nonproliferation Treaty.

It also says it will focus on "relevant" IAEA and U.N Security Council resolutions on Iran. Both have demanded that Tehran stop activities that could be used to make nuclear weapons and cooperate with the agency's investigation of suspicions Tehran worked on nuclear weapons.

But while drawing together its best experts, the new task force will have no more power regarding inspections of Iran's known or suspected nuclear sites than previous IAEA inspectors did.

Agency attempts to visit a site at Iran's Parchin military complex southeast of Tehran have documented IAEA limitations. For months, satellite images have recorded what the International Atomic Energy Agency suspects is an attempt to sanitize the site of suspected work on explosive charges used to detonate a warhead. At the same time, Iran has repeatedly rebuffed agency efforts for access ? including last Friday.

The most recent satellite images now show what diplomats last week said appears to be pink material shrouding buildings apparently linked to the alleged experiments, effectively blinding agency attempts to monitor a site that they have been kept from visiting. The diplomats demanded anonymity because they were not authorized to comment on the IAEA's Iran investigation.

Iran says such allegations are based on evidence fabricated by the United States and Israel and insists its nuclear program is meant only for making reactor fuel, medical isotopes and peaceful research. But it refuses to give up uranium enrichment, which can produce both reactor fuel and the core of nuclear warheads, despite offers of fuel from abroad. And it has stonewalled an IAEA probe into its alleged weapons work for more than four years, increasing concerns that it has something to hide.

Creating a unit focused on only one country is an unusual move for the IAEA, reflecting the urgency the U.N. nuclear watchdog is attaching to Iran amid fears that it is moving closer to the ability to make nuclear weapons, despite its denial. With diplomatic efforts to engage Tehran on its nuclear activities stalemated ? and Israel warning that it will not tolerate an Iran armed with atomic arms ? concerns are growing that time is running short to defuse tensions peacefully

Israel is particularly worried about a fortified bunker at Fordo, where Iran has begun producing uranium enriched to a level closer to the grade used in nuclear weapons than its main stockpile of fuel-grade material. About 70 kilometers (40 miles) south of Tehran, Fordo has about 800 centrifuges operating so far, enriching to a 20-percent level, and continues assembling others without operating them ? diplomats say that close to 3,000 are now fully or partially screwed together, including hundreds over the past three months

In Tehran, Iran's IAEA envoy, Ali Asghar Soltanieh, told reporters Tuesday that his country will "not suspend enrichment activities, even for a second."

Diplomats had told the AP last week that the IAEA was forming a special Iran team. The announcement confirming that information was forwarded Wednesday by a diplomat who demanded anonymity because he was not authorized to share confidential and internal IAEA documents. A phone call seeking comment from Soltanieh went to his voice mail.

Instead of focusing only one country, agency experts up to now have been tasked with following dozens of nations as they look for signs indicating secret attempts to make nuclear weapons.

Some IAEA officials feel that means that they often spend an inordinate amount of time monitoring countries that are unlikely to engage in such activities ? Western European nations, for instance ? meaning that not enough attention is paid to potential proliferators.

One of the diplomats who spoke to the AP last week said the Iran team will be comprised of about 20 experts drawn from the main IAEA pool.

The IAEA announcement said the squad will be headed by Massimo Aparo. A nuclear engineer, Aparo is an IAEA veteran who has held numerous senior positions linked to nonproliferation within and outside of the IAEA.

The agency said he will be reporting to IAEA Deputy Director General Herman Nackaerts, the head of the agency's nuclear inspectors and the agency's point man on Iran.

Hurricane Isaac begins putting New Orleans to the test

Hurricane Isaac struck the Gulf Coast on Tuesday evening hours before the seventh anniversary of catastrophic Katrina, packing 80-mph winds as the outer bands of hurricane-force winds and storm surge battered New Orleans.

Landfall came at 6:45 p.m. in Plaquemines Parish, La., southwest of the mouth of the Mississippi River, the National Hurricane Center said. By 7 p.m. in downtown New Orleans, wind was bending trees like rubbery posts, rain was pelting down and the water of Lake Pontchartrain churned white-capped waves ashore.

"Isaac is with us in a very significant way," Mayor Mitch Landrieu told reporters Tuesday night as he provided the first details of flooded roads, downed trees, power outages and flying debris in the city. At least 150,000 homes and businesses were without power, officials said.

Isaac, a Category 1 storm expected to linger over the Gulf Coast and inland areas for up to two days, will test the multibillion-dollar effort to improve and fortify a New Orleans flood-control system that failed spectacularly in 2005.

After residents fled low-lying areas under mandatory evacuation orders, the U.S. Army Corps of Engineers expressed confidence Tuesday that its revamped network of levees, floodgates, floodwalls and pumping stations would hold against a sluggish but massive storm likely to deliver heavy rain and widespread flooding.

"We're in a hunker-down phase now because the storm could sit over us for a while with a lot of wind and a lot of rain," Landrieu said. "If you've stayed, you should be executing your plan, with the food, water and all the things you need if you have to stay home a few days."

With New Orleans essentially shut down, residents faced a siege of sorts, with the threat of tornadoes and extended power outages in a city that constantly battles high water. The situation was just as tense along the Mississippi and Alabama coasts, which faced the same dire predictions as New Orleans: storm surges of 6 to 12 feet and rainfall totals of up to 20 inches in some areas.

Mandatory evacuation orders were issued in Mississippi's three coastal counties, where authorities opened shelters and imposed curfews from 7 p.m. to 7 a.m.

In New Orleans, officials said search-and-rescue teams were gearing up to patrol when the wind subsided. No deaths or injuries had been reported by late Tuesday. Electricity crews said they would have to wait until the wind died to 30 mph before making repairs.

At 10 p.m., Isaac's eye was 75 miles south-southeast of New Orleans and creeping northwest at 8 mph. The slow pace means the 350-mile-wide storm will probably settle in place after landfall, lashing at least three states with wind and rain, the National Hurricane Center said. The center described "a dangerous storm surge along the northern Gulf Coast."

Much of the Mississippi Valley and the Southeastern U.S. also face days of dismal, soaking weather.

"It's going to take till the weekend before this gets out of the Southeastern states," Rick Knabb, director of the hurricane center, told reporters in a conference call.

Isaac's effect was felt even before landfall: Oil platforms, refineries and petrochemical complexes had shut down. The New Orleans airport was closed, bus and Amtrak service was suspended, and the lower Mississippi River was closed to vessels.

Memories of Katrina remain raw seven years after the Category 3 hurricane battered the city and the Gulf Coast with 125-mph winds and a 28-foot storm surge, inflicting billions of dollars in damage and killing more than 1,800 people, mostly in Louisiana. Few people spoke of Isaac on Tuesday without first mentioning Katrina.

New Orleans City Council President Stacy Head praised the coordination she saw among local, state and federal agencies, which she said was lacking before Katrina.

"This is what government was supposed to do years ago and didn't," Head said earlier in the day. "We are as ready as we possibly can be."

Filmmaker John LaTier came to New Orleans from Sacramento two weeks after Katrina to help with recovery efforts and never left. He spoke Tuesday of a recurrent flooding threat that never seems to subside.

"We're already underwater," he said as he stood on one of the city's levees. "It's a matter of basic math. It doesn't matter how much wind we have ? it's the water."

Cameron, Putin to trade blows, watch Olympic judo

(AP) ? Prime Minister David Cameron will hold discussions Thursday in London with Russian President Vladimir Putin, but appears likely to focus on boosting trade, rather than anger over Moscow's sheltering of Syrian President Bashar Assad's regime from tougher international action.

With relations thawing since the end of a five-year freeze on top-level contacts between Britain and Russia, Cameron also is planning to take Putin to London's Olympic Park to see matches in the Russian leader's beloved judo competition.

The visit by Putin, an honorary president of the International Judo Federation, will be his first to Britain since he was reinstalled as Russia's chief in May and follows talks with Cameron on the sidelines of May's G-20 meeting in Mexico.

Cameron will push Putin over Russia's refusal to back a new resolution at the United Nations aimed at helping to halt Syria's violence. Britain called the decision by Russia and China to veto a resolution two weeks ago "inexcusable and indefensible."

But, as with much of Britain's frantic round of Olympic diplomacy ? aimed at winning 1 billion pounds (US$1.6 billion) in new trade on the back of the Summer Games, talks will stress efforts to increase the country's exports to Russia.

"We will be at the judo, so it may be a bit off-putting, but nonetheless, I know my major priority is to get those trade deals to get that investment and not to concentrate on what's happening on the mat," Cameron said last week, addressing an audience of business leaders.

Relations between Britain and Russia soured over the 2006 poisoning death of dissident ex-Russian security agent Alexander Litvinenko in London. Litvinenko made a deathbed statement accusing Putin of authorizing his killing.

Russia has refused repeated British requests for the extradition of the chief suspect in the case, ex-KGB agent Andrei Lugovoi, who denies any involvement.

Intelligence cooperation between Britain and Russia remains suspended as a result of Litvinenko's killing.

Leaders of the two countries didn't meet for five years as a result, but in a visit to Moscow last September Cameron acknowledged that the two nations must set aside their disputes to nurture new trading ties.

"This issue hasn't been parked, the fact is that the two governments don't agree," Cameron told reporters.

During that visit, Putin ? then Russia's prime minister ? cast doubt on Britain's aims of strengthening trade links. He said Britain's investments "in the real sector of the economy are rather modest."

Cameron's office said it was not yet known which judo matches the leaders would watch on Thursday.

Tagir Khaibulaev, 28, from Dagestan, and Britain's James Austin, 29, from Burton-upon-Trent, in central England, are both competing Thursday in the men's sub-100kg judo category. Russian Vera Moskalyuk, 30, and Londoner Gemma Gibbons, 25, will fight in the women's sub-78kg category.

Scientists probe link between magnetic polarity reversal and mantle processes

Scientists at the University of Liverpool have discovered that variations in the long-term reversal rate of the Earth's magnetic field may be caused by changes in heat flow from the Earth's core into the base of the overlying mantle.

The Earth is made up of a solid inner core, surrounded by a liquid outer core, in turn covered by a thicker or more viscous mantle, and ultimately by the solid crust beneath our feet. The magnetic field is generated by the motions of the liquid iron alloy in the outer core, approximately 3,000 km beneath the Earth's crust. These motions occur because the core is losing heat to the overlying solid mantle that extends up to the crust on which we live.

The mantle itself is also in motion but at much slower speeds of millimetres per year as opposed to millimetres per second in the core. This mantle motion is responsible for the drifting of the continents at the surface as well as earthquakes, volcanoes, and changes in the climate over millions of years.

At intervals of hundreds of thousands of years, the North and South magnetic poles reverse and scientists can tell from rock formations precisely at what periods in the past this took place. The most recent reversal happened 780,000 years ago. Magnetic field variations happen on timescales of months to millions of years. Much of the magnetic field's variation is thought to be sporadic but new research, led by Liverpool scientists, has found that over long timescales, this variability may be related to the changing pattern of heat loss across the core-mantle boundary occurring over millions of years.

The team performed a detailed synthesis based on latest findings from a number of different areas including the ancient geomagnetic field and its record in rocks, motions in the mantle caused by motions of the continents and the process responsible for generating the magnetic field in the core.

Dr Andrew Biggin, from the University's School of Environmental Sciences, said: "The magnetic field has undergone big changes in its behaviour that might be due to the mantle's controlling influence on the core. In particular, we focused on the time interval between around 200 and 80 million years ago ? when dinosaurs were still around ? when the magnetic field initially started reversing its polarity very frequently. During this period the polarity was reversing up to 10 times every million years; however 50 million years later, it stopped reversing altogether for nearly 40 million years.

"When these changes in the magnetic field were taking place, the whole of the Earth's crust and mantle, including all of the continents, were undergoing a big rotation with respect to the geographic and time-averaged geomagnetic poles ? the points defining the Earth's axis of rotation. We suspect that this process, called True Polar Wander and caused by the changing density distribution in the mantle, will have changed the pattern of heat flowing out of the core in such a manner as to cause the magnetic field to first become less stable, with lots of reversals, and then become much more stable ? and stop reversing."

The team believes this may not be the only explanation and conjecture that this big drop in the frequency of reversals may also be related to a similar decrease in the number of 'large igneous provinces' (LIPs) or concentrated outpourings of magma from the Earth's core, 50 million years later. The last LIP happened around 16 million years ago and produced the Columbia Plateau in the North West US. LIPs are thought to be produced by hot plumes of material rising from thermal instabilities near the bottom boundary of the mantle.

The team believes the 50 million year time lag between the magnetic field changing and the occurrence of the LIPs could represent the time it takes for the plumes to travel 2,890 km through the mantle. If this link were correct it would mean that the rather unstable magnetic field observed in the last 50 million years predicts that a considerable number of LIPs will erupt over the next 50 million years. This in turn could have major implications for the surface conditions ? for climate and for life itself.

The research, published in Nature Geoscience, is a collaboration between the University of Liverpool, GFZ Potsdam, IPGP Paris, the University of Oslo and Utrecht University. Future research at Liverpool, is planned and already underway to develop a new tool for understanding the Earth's system.

Legal education reform efforts have persisted for over one hundred years, supported by substantive expertise, empirical data, cutting-edge curricula, and effective pedagogy. But today, the normative face of legal education remains essentially unchanged. If the substance behind legal education reform is valid, then what is the problem?

This article examines the stasis of legal education through the lens of historical reform efforts, political science, and contemporary organizational change theory. The author argues that legal education reform efforts are marginalized and have limited normative impact because reformers underestimate the strategic demands of systemic change. As a result, reformers have yet to build a coherent, collective strategy for the transformation of legal education. The author contends that reformers must shift from an exclusive focus on the substance of legal education reform to adopt a new focus on strategy. Finally, the author offers some starting points on how to begin a new strategic discussion on the transformation of legal education.

Two Saturdays ago I had the most amazing birthday party in the world. My actual birthday was emotional and had its up?s and downs?s which is why having another day dedicated to celebrate was unbelievable. I was opposed to the vegas idea because not only did I want to celebrate with all my family and friends but I wanted to celebrate my birthday at one of my favorite places in the world (my backyard). I wanted a party that could be elegant and memorable. I knew that with my vision, my mom?s party planning skills and my grandmas cooking skills and hard work my party would be absolutely gorgeous (and it was). I spent the week before planning and prepping for the little things, I gathered inspiration from everywhere and as much as I wanted to do more for the decor it just wasn?t possible in the 7 days we had to plan the party. Everything was perfect from the food to the dance floor. All the food was home cooked by my family and they all did a wonderful job, the cannelloni was to die for and the tri-tip was cooked to perfection leaving no left-overs (I was bummed). After dinner we danced the night away, or at least I did. We danced to some of my favorite Golden Oldies as well as Michael Jackson and Prince songs. I couldn?t have asked for a more picture perfect party, my mom and my grandma did such a wonderful job prepping everything to make sure that I had the best night possible. I am truly lucky to have such amazing friend an family to celebrate such a special day!
