While the jury's still out as to whether users will embrace the new convertible laptops that have launched with the debut of Windows 8, AMD is betting that its new Turbo Dock technology can help improve the computing experience whether you're using one in tablet mode or as a traditional notebook.
The chip company says its new feature, to be showcased in devices unveiled at next week's Mobile World Congress 2013, addresses the fact that the hybrid device performs similarly whether it's in laptop or tablet mode, even if you are doing wildly different tasks. Jay Famiglietti, one of the authors of an important new study on the rapid depletion of aquifers under the Tigris and Euphrates river basins, has?posted an excellent overview of the work and its context for policy, and noted that he and other authors are preparing for a two-week ?water diplomacy? tour to discuss their findings in the affected region.
The project shows how improving systems for observing and analyzing environmental trends are brightening prospects for better management of resources and risks in struggling regions ? even when governments might not want the information revealed. This is as true for forests as it is here for water supplies.
Here are some notable excerpts from Famiglietti?s post, which is particularly notable given President Obama?s planned visit to the Middle East this spring:

Our team?s expectation is that the water situation in the Middle East will only degrade with time, primarily due to climate change. The best available science indicates that the arid and semi-arid regions of the world will become even more so: the dry areas of the world will become drier (while conversely, the wet areas will become wetter). Consequences for the Middle East include more prolonged drought, which means that the underground aquifers that store the region?s groundwater will not be replenished during our lifetimes, nor during those of future generations.
Management and transparency:
We cannot reverse climate change and its impact on water availability, but we can and must do a far better job with water management, including the modernization of national and international water policy.? Our research and its implications point to the following critical needs, not only for the Middle East, but in all regions of the world where groundwater resources are in decline.
First, it?s high time for groundwater to be included under the water management umbrella. In most of the world, groundwater pumping is unmonitored and unregulated.? It is as true in much of the U. S. as it is in the Middle East.? That?s no different than making withdrawals from a savings account without keeping track of the amount or the remaining balance:? irresponsible without question, and a recipe for disaster when multiple account holders are acting independently.
Second, since nearly 80% of the world?s water resources are used to support agriculture, continued improvements in agricultural and irrigation conservation and efficiency should be an important focus for research, development, investment and cooperation.? In the Middle East, some countries, notably Israel, are pioneers of efficiency, while others are less advanced. ?Much of the technology is in place. It just needs to be disseminated and embraced across the entire region.
Third, our report and others that have preceded it clearly demonstrate that satellite technology has advanced to the point where a reliable assessment of regional hydrology can be produced with little access to observations on the ground. Our?2009 study of groundwater depletion in India?is yet another example of current capabilities. My point is that data denial policies amongst nations will ultimately be rendered obsolete.? It will be far better to share key measurements now, to enhance and fully utilize the satellite picture for mutually beneficial water management in the long term.

BEIRUT (AP) ? Syrian warplanes and artillery on Friday hit targets near Damascus International Airport, following a particularly bloody day of attacks in the Syrian capital that killed dozens and struck deep into President Bashar Assad's seat of power.
There were no immediate reports of casualties from Friday's shelling, which targeted the towns of Beit Sahm and Shebaa near the main airport road south of the capital, activists said.
The Britain-based Syrian Observatory for Human Rights and the Local Coordination Committees also reported clashes in rebel strongholds of Daraya and Moadamiyeh, southwest of Damascus.
Recent rebel advances in the Damascus suburbs, combined with the bombings and three straight days of mortar attacks, mark the most sustained challenge of the civil war for control of Assad's powerbase.
Syrian state media said the car bombing on Thursday in the heart of Damascus ? near the ruling Baath Party headquarters and the Russian Embassy ? was a suicide attack that killed 53 civilians and wounded more than 200, including children. Anti-regime activists put the death toll at 61, which would make it the deadliest Damascus bombing of the revolt. The different tolls could not be reconciled because the regime restricts independent media access.
The main opposition group, the Syrian National Coalition, condemned the attack without accusing any specific group of carrying it out. It did, however, suggest that the regime allowed foreign terror groups to operate in Syria.
"The terrorist Assad regime bears the most responsibility for all the crimes that happen in the homeland because it has opened the doors to those with different agendas to enter Syria and harm its stability so it can hide behind this and use it as an excuse to justify its crimes," the group said in a statement.
There was no immediate claim of responsibility for the attack, but suspicion will likely fall upon one of the most extreme of Syria's myriad rebel factions, the al-Qaida-linked Jabhat al-Nusra. The group, which the U.S. has designated as a terrorist organization, has claimed similar past bombings against regime targets.
On Friday, the Coalition said it would welcome U.S. and Russian mediation to negotiate a peace deal to end the country's civil wall but insisted it would not allow Assad or members of his security services to participate in the talks.
The announced came in a statement posted on the Coalition's Facebook page following two-day meetings in Cairo meant to try to firm up its position on whether to engage with the regime in talks.
"Bashar Assad and the security and military leadership responsible for the state of Syria today must step down and be considered outside this political process," the statement said. "They cannot be part of any political solution for Syria and must be held accountable for their crimes."
SNC chief Mouaz al-Khatib has angered some of his colleagues by offering talks with regime elements to help end the civil war. Friday's announcement appeared meant to set the boundaries for any future talks by stressing that Assad and his aides cannot be part of any negotiations.
The violence in Damascus follows a string of tactical victories in recent weeks for the rebels ? the capture of the nation's largest hydroelectric dam and the overtaking of airbases in the northeast ? that have contributed to the sense that the opposition may be gaining momentum.
But Damascus is the ultimate prize in the civil war, and many view the battle for the ancient city as the most probable endgame of a conflict, which has killed nearly 70,000 people, according to U.N. estimates.
The latest violence in the capital has shattered the sense of normalcy that the Syrian regime has desperately tried to maintain in Damascus, a city that has largely been insulated from the bloodshed and destruction that has left other urban centers in ruins.
The rebels first launched an offensive on Damascus in July, following a stunning bombing on a high-level government crisis meeting that killed four top regime officials, including Assad's brother-in-law and the defense minister. After that attack, rebel groups that had established footholds in the suburbs pushed in, battling government forces for more than a week before being routed and swept out.
Since then, government warplanes have pounded opposition strongholds on Damascus' outskirts, and rebels have managed only small incursions on the city's southern and eastern sides.

ATMEH CAMP, Syria (AP) ? Turki Abdel Qadir, a burly villager from the northern countryside, fled to this muddy camp amid olive groves three months ago after his 13-year-old daughter Haifa was wounded in the civil war.
Just yards from Syria's border with Turkey, the family lives in one of the camp's typical tents. Eleven people sleep on pads on the floor, surrounding a wood-burning stove with a makeshift chimney. Other tents, no bigger than a small bedroom, hold 30.
Their diet is largely bread, supplemented by vegetables bought with the salary Abdel Qadir earns as a rebel fighter.
"It's a little bit better than death," he said of their living conditions.
The rebel-controlled Atmeh camp houses 16,000 people displaced by the civil war.
But the U.N., the organization best equipped to handle such a large-scale relief effort, is legally barred from operating there because the camp is inside Syrian territory.
That leaves the job to smaller organizations that can only provide a fraction of the residents' needs.
The inability of aid agencies to do anything more for Atmeh, let alone for the hundreds of thousands of other Syrians living in even more dire conditions in less visible locations, has come to stand for the ineffectiveness of the international community in dealing with the Syrian crisis.
Nearly two years of fighting to overthrow President Bashar Assad has left an estimated 3 million people displaced within Syria and hundreds of thousands more have fled the country to seek refuge in neighboring states.
U.N. resolutions prevent the UNHCR, the world's main refugee agency, from delivering aid inside Syria.
Valerie Amos, the U.N.'s humanitarian chief, said in a news conference Tuesday that the group is bound by a 1991 General Assembly resolution that "makes it absolutely clear that in delivering humanitarian aid, you have to seek the consent of the affected country."
"The government of Syria has made it very clear that they will not accept materials coming over from the border with Turkey. So without a separate Security Council resolution, the United Nations and its partners are not able to come across that border," she said.
Andrew Tabler, a Syria expert for the Washington Institute for Near East Policy, said there is a de facto partition of the country between rebels and government. But aid agencies continue to use methods that assume that sovereign powers hold this territory.
In absence of U.N. aid, Syria's Red Crescent ? a Damascus-based organization shunned by the rebels who supervise Atmeh ? is technically responsible for the camp inhabitants.
A first convoy from the Red Crescent arrived at the camp in early February, but was turned back at the gate, rejected by residents.
"No free Syrian would accept anything from Bashar," said Wifaf Abu Zeid, wife of Abdel Qadir.
In the shadow of a Turkish border post, Atmeh camp residents live in tents pitched in olive groves churned into mud, blanketed with the smoke of wood fires that are the only means of keeping warm in the deep of winter.
Residents now have tents and stoves provided by aid agencies. That is a big step forward from the camp's beginnings in August, when it was just families sleeping out in the trees under the rain.
But the camp residents ? many of them villagers, farmers or day laborers ? still face hunger, squalor, cold, and boredom. And sometimes tragedy.
A camp resident named Manar left her two small children alone in their tent for just five minutes to go to the bathroom one night last month.
She returned to find their tent in flames ? a candle had set it on fire. Her 4-year-old daughter, Diaa, and 5-year-old son, Fathi, suffered severe burns that they soon died from.
"It all happened in five minutes. I was in the toilet," she said.
"We flee the strikes of Assad, and we die here."
Manar asked to be identified by her first name only out of fear for her security.
Camp administrators who work under the supervision of rebels say deaths such as these are rare.
And administrators say that diarrhea and other water-borne diseases, a scourge of families on the move, have passed the camp over.
Residents say food is provided by the Turkish Red Crescent, and dozens of other private NGOs and individuals provide other supplies ranging from medicines to educational supplies, without the regime's approval.
To get around regime restrictions on humanitarian aid within the country, some groups get simply dump goods just on the Turkish side of the border.
Other NGOs fear outbreaks of disease.
The U.N. warned in a report released Monday that contaminated water and poor hygiene practices in populated areas of Syria have led to an increase in waterborne illnesses such as Hepatitis A and Typhoid.
"We need a worldwide effort, an international effort," said Ziyad al-Rawar, an Atmeh camp administrator.
The camp survived a miserable, cold, rainy, muddy winter.
But al-Rawar said the population is growing by 10 to 15 families each day. It already burgeoned from about 12,000 in November to 16,000 currently.
Al-Rawar fears that when summer comes, camp residents will fight over water.
In Atmeh, as elsewhere in Syria, rebels and civilians are intertwined. Armed fighters come and go in the camp.
Almost every family has someone in the rebel battalions, not least because this is often their only source of income.

EASTON, Md. (AP) ? Rapper 2 Chainz has been arrested on drug charges in Maryland where he was performing at a college homecoming event.
Maryland State Police spokesman Sgt. Marc Black said troopers stopped a van Thursday night about 9:15 p.m. for speeding near Easton, Md., and smelled a strong odor of burnt marijuana in the van. A backpack in the van had a marijuana grinder and trace amounts of marijuana, police said.
The rapper, whose real name is Tauheed Epps, claimed possession of the backpack and was arrested, police said. Epps was cited for having drug paraphernalia and marijuana and was released. The citation carries up to a year in jail and up to a $1,000 fine.
Agents representing Epps did not respond to requests for comment.
Last year, 2 Chainz released his solo debut, "Based on a T.R.U. Story," which debuted at No. 1 on the Billboard Charts and has achieved gold status. He also has several Top 10 hits on the R&B/Hip-Hop charts as both a lead and featured artist.
After the arrest, 2 Chainz' website tweeted a photograph that appears to show him posing with two police officers. Black said the Maryland State Police could not confirm the authenticity of the photograph but is investigating.
"Locked me up and then Wanted pictures smh," read one tweet, using the abbreviation for shaking my head.
Epps was scheduled to perform Thursday evening at the University of Maryland Eastern Shore. His website later tweeted a photo from the stage and wrote the "show must go on."

A 5-year-old Affenpinscher named Banana Joe has won Best in Show at New York?s Westminster Dog Show, the New York Times reported.
Reserve Best in Show was won by 20-month old Swagger, an Old English sheepdog. But it was the monkey-faced affenpinscher who won the title of America?s top dog on Tuesday night at Madison Square Garden.
Affenpinscher has a German origin which means "monkey-like terrier."
Banana Joe has earned his 86th win, the Associated Press reported, the day before he was being flown back to the Netherlands to be with his owner.
The AP added that 2,721 dogs were entered in the 137th Westminster.

NEW YORK (Reuters) - Apple Inc on Wednesday was hit by another shareholder lawsuit, a case that is similar to the court challenge that star hedge fund manager David Einhorn brought as part of his push to unlock the company's cash hoard.
The new lawsuit, filed by an investor from Pennsylvania in U.S. District Court in New York, seeks to block Apple from moving forward with a February 27 shareholder vote on two proxy proposals.
One of the proposals is the same measure Einhorn targeted that would eliminate from the company charter Apple's ability to issue preferred stock.
The other, which was not part of Einhorn's case, involves an advisory "say-on-pay" vote for shareholders to weigh in on Apple's executive compensation. The lawsuit accuses the iPhone maker of failing to disclose details of how it determined top executives' pay.
The plaintiff is Brian Gralnick of Elkins Park, Pennsylvania. He has been an Apple shareholder since 2007, the lawsuit said. It does not list the size of his stake.
"The case has some overlap with the Einhorn case, but it is a broader case," said Arnold Gershon, a lawyer for Gralnick at the law firm Barrack, Rodos & Bacine.
An Apple spokesman had no immediate comment.
Gershon also said his client would seek to be heard at a February 19 hearing in Einhorn's lawsuit.
Einhorn and his Greenlight Capital sued Apple on Thursday in the same court as part of a bigger effort to get the company to share more of its $137 billion pile of cash and marketable securities with investors.
He accuses Apple of violating a Securities and Exchange Commission rule prohibiting companies from "bundling" unrelated matters into one proposal for a shareholder vote.
Apple was due to file court papers replying to Einhorn's case by the end of the day. On Tuesday, Apple Chief Executive Tim Cook said the board was considering Einhorn's proposal for the company to issue preferred stock and return more cash to investors, but he called the court challenge "a silly sideshow.
The claim of inadequate executive pay disclosure in Wednesday's case follows other lawsuits in recent months filed against companies seeking injunctions ahead of say-on-pay votes. The cases have been met with varied success.
In the Apple case, the plaintiff says shareholders do not have adequate information to make a decision on executive pay at the company and he is seeking an injunction against the vote.
The case is Gralnick v. Apple Inc, U.S. District Court, Southern District of New York, 13-0976.

Feb. 11, 2013 ? Volcanoes are well known for cooling the climate. But just how much and when has been a bone of contention among historians, glaciologists and archeologists. Now a team of atmosphere chemists, from the Tokyo Institute of Technology and the University of Copenhagen, has come up with a way to say for sure which historic episodes of global cooling were caused by volcanic eruptions.
The answer lies in patterns of isotopes found in ancient volcanic sulfur trapped in ice core, patterns due to stratospheric photochemistry. Their mechanism is published in the Proceedings of the National Academy of Sciences.
Better history through atmospheric chemistry
Matthew Johnson is an associate professor at the Department of Chemistry, University of Copenhagen where he studies chemical mechanisms in the atmosphere. He is thrilled at the prospect of giving a more precise tool to historians studying cold spells.
"Historical records are not always so accurate. Some may have been written down long after the fact, or when a different calendar was in use by a different culture. But the chemistry does not lie," says Johnson.
Method reads height by analyzing effect of sunshine
Powerful volcanoes can shoot gases through the atmosphere and high into the stratosphere where it can affect climate globally for a year or more. Less powerful eruptions can also have powerful impacts, but only locally, and for shorter times. And here's the trick. High plumes spend longer in the harsh sunlight of the stratosphere, and that changes the chemical signature of the sulfur in the plume. The balance of various isotopes is changed according to very precise rules, explains Mathew Johnson.
"Using our method we can determine whether a given eruption was powerful enough for the plume to enter the stratosphere affecting global climate. If we can find material from ancient eruptions it can now be used to give an accurate record of global volcanic events extending many hundreds of thousands of years back in time.," says Johnson.
Clue to fires found in ice
Strangely, the best place to look for traces of the fiery events is in ice. Tracking climate history is performed on cores drilled from the ice shields of Greenland and Antarctica. Much like tree rings, the snows of each year is compacted into a layer representing that year. As you go further down in the borehole, you descend into deeper history.
If volcanic material shows up in a layer, you know there was an eruption in that year. Using the method developed by Johnson and his colleagues it is now possible to analyze exactly how powerful a given eruption was.
"With the sulfur isotope method, we now have a way to prove whether a given eruption was so explosive that it entered the stratosphere, affecting global climate and civilizations, or, whether a given eruption was confined to the troposphere and local in its effects" says Johnson and goes on: "There are many controversial eruptions. The Mediterranean island of Santorini blew apart and caused the end of the Minoan culture. But there is a huge debate about when exactly this occurred. 1601 was the 'year without a summer' -- but nobody knows where the volcano was that erupted. There's debate over whether there was an eruption on Iceland in 527, or 535, or 541. The sulfur isotope trick is a definite method to solve debates like this and get the most information out of the ice core records" Says Matthew Johnson.
Global collaboration crucial to get results
Denmark has absolutely no volcanoes. So revealing the mechanism required the very different talents of two groups practically on opposite sides of the globe, explains Johnson.
"The Tokyo Institute of Technology specializes in analysis of the patterns of sulfur isotopes found in samples in nature, and was able to synthesize the isotopically labelled samples. The University of Copenhagen has a strong group in atmospheric chemistry and spectroscopy; the laboratory measurements were carried out in Copenhagen. Together we were able to do the experiments and build the atmospheric chemical model that demonstrated the stratospheric photoexcitation mechanism," concludes Johnson.

Residents shaken by a tornado that mangled homes in Mississippi were waking up Monday to a day of removing trees, patching roofs and giving thanks for their survival. More than 60 in the state were injured.
Daylight also offered emergency management officials the chance to get a better handle on the damage that stretched across several counties. Gov. Phil Bryant planned visited Hattiesburg, where a twister moved along one of the city's main streets and damaged buildings at the governor's alma mater, the University of Southern Mississippi.

More than 60 people were treated for injuries, and 200 homes and mobile homes were damaged or destroyed, Bryant said at a news conference Monday. However, no lives were lost and no one was unaccounted for. Bryant and other officials said that was in part because tornado sirens gave people as much as 30 minutes of warning that a tornado was approaching.
Also, the University of Southern Mississippi was on Mardi Gras holiday, so there were fewer students on campus. Businesses were either closed or not very crowded because it was Sunday.
It was raining Monday, and people began trying to salvage what they could in one damaged neighborhood. Some people walked around fallen trees, power lines, smashed cars and other debris to carry belongings away.
The rain was supposed to continue through the day, and more severe weather was expected Tuesday. National Weather Service meteorologist Brad Bryant in Jackson, Miss., said tornadoes aren't expected, but heavy rain is likely to continue.

Charlotte Walters, 61, and her daughter Heather Walters, 30, were moving buckets and bowls around inside their house trying to catch water pouring through holes in the roof. The women were at home along with Charlotte's husband when a relative called and said a tornado was headed their way.
"It sounded like Katrina," said Charlotte Walters, who lives in a neighborhood also hit by the 2005 hurricane that devastated the Gulf Coast.
Besides holes in the roof of her one-story wood frame house, a falling tree had damaged the side and another one collapsed on her carport, denting and breaking windows in three cars there.
"I'm blessed. At least I don't have one of those in my house," Charlotte said, pointing to a tree that had fallen onto a neighbor's house next door.
Marie Key, 68, was hoping to salvage what she could Monday morning. She was alone in her one-story brick house when the storm hit Sunday. She heard the tornado coming and dove under a kitchen table.
At least three trees hit her house, which she said was also damaged during Hurricane Katrina and another storm in 1998. The fallen trees blocked the front and back doors and a neighbor had to pull the limbs away so she could get out. She had a bruised forehead Monday and some other scratches but was otherwise uninjured.
"I'm lucky, I know that," Key said, fighting back tears as she spoke. "I'm kind of past the 'poor me' part of it. This is so widespread and it's happening in so many places. I'm going to be all right."
Mississippi Emergency Management Agency spokesman Greg Flynn said it appears a single tornado caused the damage in Forrest, Marion and Lamar counties. Hundreds of homes are damaged in Forrest County, along with a couple dozen in the other two.

Flynn said the sheer scope of the damage was slowing officials' assessment.
"The problem is, it was so strong that there's so much debris that there's a lot of areas they haven't been able to get to yet," he said.
On campus, trees were snapped in half around the heavily damaged Alumni House where part of the roof was ripped away. Windows in a nearby building were blown out, and heavy equipment worked to clear streets nearby in a heavy rain after the worst of the weather had passed.
The university released a statement saying no one was hurt but that it was under a state of emergency, and anyone away from campus should stay away until further notice.
East of campus, 47-year-old Cindy Bullock was at home with her husband and dog when she heard the tornado coming. They ran to a hallway and covered their heads. It wasn't long before the windows in the kitchen and bedroom exploded. The storm stripped all the shingles off the roof and left holes in it, while knocking over a large pine tree in the yard.
After dark, the Bullocks were trying to arrange their stuff inside so it wouldn't get wet from the dripping water.
"I just looked out the window and I heard the rumbling. It sounded like a train. We ran to the hall, and the kitchen windows and the windows in the bedroom exploded. It happened pretty fast," she said.
There were large trees blocking the road all through her neighborhood, and several of the houses were hit by falling trees. Her friend was staying with them after the friend's apartment took a direct hit from a falling tree.

Forrest County Sheriff Billy McGee says 10 or 15 people were injured by the tornado that slammed Hattiesburg and other parts of the county ? but none of the injuries was serious.
"Most of our injuries have been walking wounded," he said.
To the west, Marion County emergency director Aaron Greer said three injuries had been reported in the community of Pickwick, about seven miles south of Columbia. Two people were taken to hospitals, but the third didn't have the injury examined, he said.
Greer said one mobile home was destroyed, three other structures have major damage and several have minor damage.
On Sunday night, John and Katherine Adams were cleaning up around their one-story white house where the storm punched holes in the roof, busted windows and completely destroyed the back porch. The couple was at home with their 7- and 3-year-old daughters when the tornado passed next to their house.
All through the neighborhood, houses and vehicles were damaged by falling trees.
"We're safe, and that's all that matters," said Katherine Adams, 46.
John Adams, who's in the building supply business, said he was surprised to see broken boards that appeared to be from new construction in his yard because there are no homes being built nearby.
"We've got stuff around here; I don't even know where it came from," he said.

Defense Minister Jean-Yves Le Drian made the comments Thursday after French-led forces took control of the three provincial capitals held by the Islamists since last April.
But Le Drian told France Inter radio that doesn't mean that the military risks and combat are finished. He says the French don't intend to stay but "this isn't the time to disengage."
France launched its military offensive Jan. 11 after radical Islamists surged into central Mali from their strongholds in the north.
The French and Malians have recaptured Gao and Timbuktu, and announced Wednesday that forces had arrived in Kidal.
